Debarking – Silencing the call for help.
Council has received 31 complaints to date about the constant barking of dogs emanating from Rutland Manor all day and night. Rutland Manor also operates a boarding kennel. The Environmental Protection Agency (EPA) became involved and ran a series of tests.
This is their findings dated 19th December 2008.
The occupier must cease the activity of boarding dogs at the premises until such time as
All kennels designated for night time period use are fully enclosed and treated with dense material to reduce emissions of noise and are screened to eliminate visual stimulus between individual dogs.
The occupier must provide 1 acoustically baffled and fully enclosed kennel per 15 dogs on site to house particularly noisy animals
Electronic noise masking devices are provided to reduce audible stimuli to the dogs in kennel blocks A and B.
A responsible person is available on site 24 hours a day and the company has provided the EPA with a phone number that is attended/answered 24 hours a day
Instead of spending the money on fixing the dog’s kennels and ensuring they were soundproof Beverley decided it was cheaper to take it out on the dogs and have them debarked.
Debarking is simply morally wrong and does not eliminate the underlying reasons for the Rutland Manor dog’s constant barking.
The dogs are likely to continue to “bark” albeit silently because root causes of the unappreciated behaviour are not addressed. The real nature of the dog’s life is not changed-they still suffer from the same issues as before. Post-surgery, however, they suffer in relative silence.
The Rutland Manor dogs are not the ones at fault – we must look to Beverley Manners and the Rutland Manor staff for the source of the dogs behaviour. Chronic or excessive barking arises because the dog is improperly socialized or trained, or because she is stressed, hypersensitive, lonely, fearful, or frustrated. Debarking a dog does not make her any less stressed, hypersensitive, lonely, fearful, or frustrated!
Imagine for a moment that someone forces you into surgery and takes away your ability to communicate and verbally express yourself. This is what debarking is for a dog.
There is no justification to expose the dog to the risk of surgery for the mere sake of convenience and to save money. This is cruelty to animals.
UPDATE: 8/8/09 The EPA have issued a fine of $ 5, 671 to New Covenant Corporation Pty Ltd for failing to comply with the above requirements. Rutland Manor can now chose to pay the fine or take the matter to court.
UPDATE: 21/8/09 EPA have issued a new notice to New Covenant Corporation. Kennels must be upgraded and comply with order by 21st September or all breeding must cease and dogs removed until kennels comply.
UPDATE: 19/9/09 Rutland Manor removed all dogs from the property 24 hours before the EPA deadline. The EPA inspected the property on 22/9/09 and have declared that the dogs are not allowed back on to the property until the kennels have been upgraded. Beverley Manners is now looking to purchase another property and the current Rutland Manor is again on the market. RSPCA state they are still investigating the debarking.
