Debarking – Silencing the call for help.

Council has received 31 complaints to date about the constant barking of dogs emanating from Rutland Manor all day and night.  Rutland Manor also operates a boarding kennel. The Environmental Protection Agency (EPA) became involved and ran a series of tests.

This is their findings dated 19th December 2008.

The occupier must cease the activity of boarding dogs at the premises until such time as

All kennels designated for night time period use are fully enclosed and treated with dense material to reduce emissions of noise and are screened to eliminate visual stimulus between individual dogs.

The occupier must provide 1 acoustically baffled and fully enclosed kennel per 15 dogs on site to house particularly noisy animals

Electronic noise masking devices are provided to reduce audible stimuli to the dogs in kennel blocks A and B.

A responsible person is available on site 24 hours a day and the company has provided the EPA with a phone number that is attended/answered 24 hours a day

Instead of spending the money on fixing the dog’s kennels and ensuring they were soundproof Beverley decided it was cheaper to take it out on the dogs and have them debarked.

Debarking is simply morally wrong and does not eliminate the underlying reasons for the Rutland Manor dog’s constant barking.

The dogs are likely to continue to “bark” albeit silently because root causes of the unappreciated behaviour are not addressed. The real nature of the dog’s life is not changed-they still suffer from the same issues as before. Post-surgery, however, they suffer in relative silence.

The Rutland Manor dogs are not the ones at fault – we must look to Beverley Manners and the Rutland Manor staff for the source of the dogs behaviour. Chronic or excessive barking arises because the dog is improperly socialized or trained, or because she is stressed, hypersensitive, lonely, fearful, or frustrated. Debarking a dog does not make her any less stressed, hypersensitive, lonely, fearful, or frustrated!

Imagine for a moment that someone forces you into surgery and takes away your ability to communicate and verbally express yourself. This is what debarking is for a dog.

There is no justification to expose the dog to the risk of surgery for the mere sake of convenience and to save money.  This is cruelty to animals.

UPDATE: 8/8/09 The EPA have issued a fine of $ 5, 671 to New Covenant Corporation Pty Ltd for failing to comply with the above requirements. Rutland Manor can now chose to pay the fine or take the matter to court.

UPDATE: 21/8/09 EPA have issued a new notice to New Covenant Corporation. Kennels must be upgraded and comply with order by 21st September or all breeding must cease and dogs removed until kennels comply.

UPDATE: 19/9/09 Rutland Manor removed all dogs from the property 24 hours before the EPA deadline. The EPA inspected the property on 22/9/09 and have declared that the dogs are not allowed back on to the property until the kennels have been upgraded. Beverley Manners is now looking to purchase another property and the current Rutland Manor is again on the market. RSPCA state they are still investigating the debarking.

    Can I ask if it is known , which veterinary practice was responsible for carrying out the debarking operations …and is it legal to do so?

    Here in the UK we will be watching with interest to see what evidence will be forthcoming as a result of the recent Police and RSPCA intervention

      She claims it was done in NSW. But if it’s illegal, who would do that? What kind of vet would do that?

    When the councils complain with the noise of the dogs, and some dogs will not stop barking. What can you do? What about the poor dogs that show people destroy at birth if the markings are not right ect this is far worse.

      Hi Kate

      – They can find out why the dogs are so frightened/bored/upset that they keep barking
      – They can consult an animal behaviourist to find ways to try and lessen their dog’s distress, and/or minimise the barking
      – They can install noise insulation on the kennels (as the EPA required RM to do)
      – If all else fails, and the dogs have genuine behavioural issues that cannot be addressed, then they can find alternative homes for them where the barking wont be an issue (these are after all Multigen Labradoodles we are talking about – people would snap them up)

      What you DON’T DO is surgically mutilate the dogs so they can’t bark, just so that you can keep breeding from them. Why on earth would you continue to breed dogs with behavioural issues, anyway?

      What RM has done is both illegal and immoral. They have done nothing to help these dogs, just stopped them from being able to express their distress. They have put profit before the health and welfare of their dogs, and it’s despicable.

    Kate, dogs bark for a reason!! Lonliness, desire to be with their humans, protection of property, feeding off each other. Whatever the reason, the remedy is not to take away their abliltiy to bark, but to find out what is bothering them, unless you happen to be a puppy farmer with no interest in what ails them, just to keep them for breeding purposes. Give them real homes and this would fix the problem. No dog wants to be part of a breeding program away from the loving homes they deserve. I know you wouldn’t do this, why do you support someone who would deny a dog a home.

    So the property is up for sale, my only hope is that another breeder/puppy farmer doesn’t buy this place and start up again.

    I have a standard poodle that I rescued that was at Rutland Manor.I got him in september and just read and saw where he was.I am horrified at what conditions he was living in.He also was debarked and what people dont realise is that when they are debarked it also stops them from making any noise at all.They cannot talk.It is disgusting these people have to be stopped.He is the most gorgeous poodle so sweet.He is 18 months old and now a very happy poodle.

    My sons purchased a +/- 2-year old female Labradoodle who had been a breeder dog, from Rutland Manor to replace my 15 yr. old Min.Schnauzer when he deceases from multiple tumors. Shortly after she arrived in Hawaii in late November we learned that she could not bark. Inquiries of Rutland Manor informed that she “has had her voice modified, by a competent vet”…meaning surgically debarked. We were horrified and dismayed. (We have inquired of our vet about re-establishing her bark, but it seems there is very little hope,if any,of this happening. Had we known, we certainly would not have purchased her,–and at a sub- aaaasubstantial price.) We needed a dog who would not only be a C companion, but who would alert me to intruders on my property. I am an elderly senior citizen suffering a broken hip from which I am not likely to recover, and, as I live alone, a barking dog was to be exceedingly important to me. Inqueries to Ms. Manners indicated that she had “no explanation as to why Helen didn’t mention it during correspondance, other than that she simply may have forgotten, or thought it inconsequential because Paris isich a perfect little companion for your mother that it didn’t occur to her to mention it.”

      Another customer that was ripped off by Bev, nice job…….not only did you debark these poor breeding dogs, then you lie/”forget” to tell the truth to the new owner…..Really!!!

    This is good information. My sister was thinking about getting her dog debarked, but after sharing this information with her she is not going to do it. Thank you so much!
